    I am running a lenovo T530 windows 7, that had symantec encryption software on it, yesterday one of our IT guys stopped in and said you don't need that and uninstalled it.  No issues, the hard drive decrypted, today my company pushed a patch so machine needed restarted, when it restarted the encrytion software wanted to run again, so i called the IT guy and he uninstalled the program.  Little later I restarted my computer, and my desktop and program list are blank.  I called the IT guy and he did a system restore back to a previous date.  My desktop is populated but nothing works right.  When i go to computer manager i get a message Could not load C:\program files (x86) common files\pgp corporation\string\pgpmn.en-us.str...that lead me here, please tell me there is a way back.

    You mentioned that nothing is working together with the error/message from PGP. So the problem is wider.
    Looks like your PGP was installed/pushed from the software installation tool and then manualy removed.

    I would try to install the product back again in the latest version not encrypting the drve to see if this helps and remove it via GPO policy (most probably).

    Potentially during the system restore sth gone wrong as well.

    I recommend consulting with your IT guy. It's his job to get you up and running. You don't want to make it any worse by following a guide...especially if your IT guy finds out.
