NIS-22.9 is from last year and I assume that might be why it hasn't updated correctly at all.

However, have you checked to make sure any AV/firewall isn't blocking the updates? Have you tried to download the latest patch, or at least the patch from February 2018, installed it and then tried to run LiveUpdate?
