Unable to register user running on Windows 10 after installing SEE 11.1.3.build 810
I don't have this issue occuring on other machines, so I don't think something that has to do with our configuration. 

rebooted the computer twic with no luck to get the self recovery setup popup and I can't start it manually as user not registered. looking at the techlogs that what i found:

I can provid all techlogs if this will help finding a solution.

Is it possible that this machine is already encypted with BitLocker?  The below articel suggests this as a cause for the "-12368" error code you're seeing:
