If I apply an exception policy to a group of latops will the policy be in affect when the laptops are out in the field and not connected to the SEPM?

No. They need to be able to connect to SEPM and pull down the latest policy.
So the do not store the policy locally?
If the clients get the policy before going out into the field the policy will stay though as the exceptions are added to the registry directly on the client.
It is, but, the client needs to pull down the policy change for them to apply.
