Enable FINEST logging and reproduce this:

    http://www.symantec.com/docs/TECH102413

    ..post the log here.

Also, download and run SymDiag on the SEPM for error checking.

this happens when symanetc manager service is stopped. try starting the service from services.msc?

Is your Database service started as well... if not , then try doing a SEPM repair from Add/remove programs.

    open services.msc

look for symantec manager service, the logon type will be semsrv, can you change all the related services to local System and try starting the service?

    it was fix by

    1. Browse to conf.properties by navigating through

    %Program Files\Symantec\Symantec Endpoint Protection Manager\tomcat\etc\conf.properties
    2. Edit Conf.properties
    3. Add scm.db.datasource= jdbc/metadatabase at the last line (There will be a space after the equal sign)
    4. Save the file
