I have had simmalir problems when installing, the only way is to use another account for the installation, and change it after wards to the correct account. I use the sa account when installing and reconfigure the database with the correct account after install.
To to this, after install, open Symantec Management Console (SMC) go to:
Settings > All Settings > Notification Server > Database Settings
Change the option to use application identity > Click Save Changes.
Had support case for the issue but this is not a Symantec ralm but a SQL or AD issue.
