i want to know if there is a way to block managing other SEP version except 14 ?
the users continue to install other version than SEP 14 and i want to force them to use this version.

There is no way to do this within SEPM as it's outside the scope. This should be controlled with software management.
Use the auto upgrade option on the groups to force the version to upgrade to 14 is the closest you will get then if it checks into the SEPM it will get upgraded when they reboot.
But there is no way to stop a specific version from checking into the SEPM.
As already said use Auto upgrade on all 12.x clients
Set a password to stop people unistalling the client
Thats about as near as you'll get
