    Its an unmanaged client. The user will have the ability to disable always

    Not really. It's unmanaged so user have full control.

    What you could do is this:

    1. Create a new group in SEPM and break inheritance on it. Lock it down per the articles I supplied.
    2. When you go to create a new package, assign it policies from this new group and export an unmanaged client.
    3. Do the install with this package on the unmanaged clients.

    Just keep in mind any time you need to make a change, you have to do it within the group in the SEPM and export the policy and import into the unmanaged client.

    It works but it takes some work.

    Agree with Brian. you can create the unmanage package with custom policies and install it.
