Did you purchase Encryption Desktop with File Share encryption?
It sounds like that is the feature you need. Check it out at this location, http://www.symantec.com/file-share-encryption
Of course, the people on the receiving end will need the file share encrypton software as well...
- Enables Symantec Encryption Management Server administrators to enforce automatic file encryption based on application type without end-user disruption.
- Allows users to transparently read, write, and share encrypted files across their organization internally and in the cloud.
- By embedding encryption into the file or folder, it can be moved without losing its protection, ensuring authorized access only by those with appropriate permissions.
- Role separation is supported by enforcing different permission levels for users, data owners, and administrators.
Additionally, there is a related thread here where using File Share encryption with FTP was discussed.

You don't have to install PGP on FTP Server. From a Windows client with PGP , map the shared drive as example Z:\ add this to Symantec FilesSahre. Make sure folder has got appropriate Windows NTFS permissions and it is shared to the user (limited userss access) who are going to have an encrypted access. Use User Access list from Symatec FileShare adding appropriate user and replicate this scenario on all machines which will need access to this shared encrypted folder. You can also use a Group key facility. Please be familiar with the following:
