It's the same problem again!
This time, I am not gonna make the same mistake like last time and end up had to reinstall my whole system. (https://www-secure.symantec.com/connect/forums/cant-reinstall-sep-11-after-uninstallation)

When click on LiveUpdate, the error window pops up with "LU1803: LiveUpdate failed while getting your updates" message.
When click on Symentec LiveUpdate in the Control Panel, error window pops with "LiveUpdate could not access its settings, Error Code: 0x000000000" message.

System Info = Windows 7 Ultimate 64-bit
SEP Version = 11.0.5002.333

SEP is an unmanaged version given by my school for personal use. I am able to manual download virus definition from my school's web site and install it.

Just for your infomation, the second link you've provided is for XP only. The directories have been changed in Vista dn W7. So it's only partically appliable to the problem.
Nonetheless, thank you for the advise.

remove liveudpate  from add/remove programs
delete liveupdate folders
isntall liveupdate you can find that in CD1 of sep cd
do a reapair of sep from add/remove programs
run liveupdate by start - run - luall.exe

Able to download the file. Firewall is configured correctly.

LiveUpdate is now working again.
