Do you mean that they are performing an upgarde on SBS 2003 to SBS 2011, or that the customer is decommissioning their old SBS box and replacing it with a new SBS 2011 server?
(I cannot imagine that hardware from a SBS 2003 box would be able to support SBS 2011... even if it could, that old server would be incredibly slow and unreliable....)
It is possible to move the SEPM from the existing server to the new one.
