    I need to know why some users' IDs are not showing in the console

    You need to check if the software is installed on the machine
    check if they are communicating with sepm or not
    check this document if software is already installed and client not showing up

     The user might be logged off/ machne turned off.
    Client manually added to SEPM and is not communicating.

    You can refer the following document. In case the client is able to establish a connection with the SEPM then the client should be listed in the console.
