PGP Command Line is licensed (i) per physical CPUs/processors, (ii) Keys and (iii) Functionality.

To determine the number of processors (CPUs) detected by PGP Command Line
    check this link

As shown by your license, you are licensed for up to 4 CPU cores.  But PGP Command Line is detecting 8 CPU cores in your new system.

If you feel this is in error (i.e. your new system only has 4 CPU cores) then you should contact Symantec Customer Care.  If your new system does in fact have more than 4 CPU cores you will need to buy a new license for your new system.
