According to the documentation:

PacketShaper traverses the traffic tree looking for a matching traffic class. When found, PacketShaper adjust the metrics (such as class hits) for the class and applies any associated partition and policies.
If the class has no associated policy, PacketShaper continues searching until another matching class is found that does have a policy. The traffic flow inherits the second class's policy. But the second class gets no performance metrics recorded other than an additional policy hit.

So I think the correct answer should be "C.Rate(6) 20k"

Policies are applied to a class following this order:

1.- Policy defined on a class

2.- Policy defined in a inheritable class where the traffic would match.

In this scenario, the class /inbound/country/city/Citrix has no policy so rule 1 does not apply. The first inheritable class where the traffic will apply is /Inbound/Citrix with policy Rate(6) 20k.
