    you need to check if your firewall is blocking it or proxy is configured properly

    for possible reasons check this article

    Do you use a proxy?

    Hi Dev,

    You should disable 'IE enhanced Security' then restart your SEPM server to fix this issue.

    Or 

    If you use Proxy for SEPM to download live updates. then disable the proxy settings from SEPM- >Admin - > Server tab.   and leave the proxy settings on Contorl Panel - > Liveupdate
