Can you provide more detail about package and command line which you are using in Quick Deloivery task?
For troubleshooting you can see into the Agent Logs (C:\ProgramData\Symantec\Symantec Agent\logs).
Also you can see into windows logs.
To make sure that Software can be installed try to use same cmd for same package on client machine.
Use non silent CMD for trubbleshooting.
BTW: Error Code 1001 - is not equal to -1001
