Is the any issues with rebooting the SQL server tied to our SEPM server while the SEPM server is up?  Do I need to do anything on the SEPM server prior to rebooting the SQL server?  Thanks in advance.

Nothing at all.....Just that, for the  time the  SQL server  is  down, you would not be  able to open the  SEPM console, the  clients would be offline.

But as soon as SQL is  back, everything would be  Ok...

Rebooting the SQL server , will not be an issue. But Please keep in mind , if you have replication enabled then MAke sure you STOP the SEPM service before rebooting the SQL server.
This is a kind of precaution that is being suggested as if say that the id the Replication schdule conicide with the Reboot.
So to be on the safer side , i would advice to stop the SEPM service.
