You can encrypt with a password, so long as you set that within the policy, as you have done. So long as you have the password method checked in the policy, and Read and Write access is enabled on the Access and Encryption policy page, you can use a password.
To do this, you will go through the usual steps using the burner app, adding the files you want to burn and encrypt. Once you have those in the app, select the Burn and Encrypt option, to start the process, it should then prompt you for the password or Certificate you would like to use, depending on your chosen method.
As for the RME Access Utility, you will also have to confirgure this in the policy. On the "RME Installation Settings - Portability" page of the policy, select the "Copy the Removable Media Access Utility" option for your OS. Then durng the burning proccess this will be added to the media. You can then use this tool to decrypt the files agnostic of SEE Clients. If you don't include the utility you can only decrypt the files on a client machines which havs SEE installed.
