when installing oracle 12c and after executing this command 

C:\temp\Oracle\tools\responsefiles\Oracle_12.2.0.1_Installation_WIN.rsp

I recieve this error

Windows can't open .rsp file

How can I solve this problem ?

Hi Ahmed,

When installing oracle you need to run this command from command prompt. You will need to run command prompt as administrator.

C:\temp\Oracle\database\setup.exe -noconfig -responsefile C:\temp\Oracle\tools\responsefiles\Oracle_12.1.0.2_Installation_WIN.rsp 

You may need to alter the command above to match your file locations

Are you sure you dont just need to remove file association with the .rsp file so it does not attempt to launch with a program?

This can be done via the registry keys under current user and root.

Make sure you are using the RIGHT rsp file for the right bersion of Oracle. 

There is an RSP fil that is for the Oracle SE2 (12.2.0.1) version and a different version for just Oracle 12.1.0.2

So you are probably using the wrong RSP file that is for the Oracle server you installed.

The Oracle SE2 file is a different Download file. The 12.1.0.2 RSP file is included in the DLP Platform ZIP file.

Same issue here as well:

Was not the single vs two line CMD entry either

Looks like this error may be due to using the 12.1.0.2 rsp file being used i=on a 12.2.0.1 DB install.

Verify the Oracle version is 12.1.0.2.
if not then you should use the correct version on the tools Directory

The file that should be used is Oracle_12.2.0.1_Installation_WIN.rsp. I have attached this file for you, you will need to rename it from .txt to .rsp

If you run the following script (This is assuming your files are in the C:\Temp location)

C:\temp\Oracle\database\setup.exe -noconfig -responsefile C:\temp\Oracle\tools\oracle\responsefiles\Oracle_12.2.0.1_Installation_WIN.rsp

When you used to run the commands as Administrator please run the commands manually instaed of copy pasting, Morover need to extract the tools.zip folder. Please follow up Oracle installation guide attached.

Hi Everyone,

I've just recreated this issue in our lab environment, the issue has been confirmed to be the Oracle_12.2.0.1_DBCA_WIN.rsp file, this is causing the errors you're all facing above,

I checked all other options such as case sensitivity, wrong directories, java version etc, and the RSP file was the only fix.

I've modified a RSP file for a newer version of Oracle which has just successfully mitigated this error and the database is now being created without issues,

I've attached this RSP file for you all to use, please remember to rename file extension from .txt to .rsp
