what I know is that a previous installation could be damaged.
Did you prepare your clients for the migration? CD1 > Installation_guide.pdf > section 3 > chapter 8 > Preparing legacy installations for migration.
If you can, I suggest you to uninstall SAV 9 and install SEP 11 as a fresh installation. In case you have problem in the SAV 9 removal, our Support provides the CleanWipe (or similar) tool to remove this product.
