    I am getting document http://www.symantec.com/docs/TECH155302

This article you've mentioned contains an updated DLL for an earlier SD version and will not apply to 7.5.

But you can use some tips from article http://www.symantec.com/docs/HOWTO50304 where most of them would still apply,

It means that ServiceDesk has not received the licenses. Just keep going down the next steps to get closer to the root cause of this issue and post your final results once all steps are followed. Note if any of these steps resolve the issue.

CBZ9104, can you access the Licensing.asmx page from ServiceDesk server with the Service Account (not Invoke as that is denied on a remote machine, but you should see the web service page)?

I had this same issue, in my case I'd upgraded the SMP install to SD 7.5 am still running a SD 7.1 SP2 server.

The SD7.1 server had this exact fault where the License Status Manager showed no licenses.

The only significant change I made was to use the Certificates mmc console on the SMP server to delete all my old expired license certificates.  After this, restarting the SD server did NOT fix the issue immediately but it did go away over night.

    I hope that helps someone.

    I got solution.

The SD 7.5 i installed and connected with SMP 7.1 SP2

For communicating license with SMP we observe one thing

We have to first turn on NS and after few min SD then only SD properly connect with NS and gets license.
