SMCINST.EXE is related to Symantec Auto-upgrade Agent.
If you have assigned any package or assigned the package to upgrade to MR5 autoupgrade this service will start.

have you installed  a liveupdate server ? if yes then it may be downloading the software updates for you and client updating from liveupdate server may be reciving these updates and installing softwares updates on clients which inturn restarts the SMCINST.EXE service after a software update.

No liveudapte will run without any problem.

this is related to auto upgrade feature in SEPM 11

    Look for smcinst.log file under

    C:\Program Files\Symantec\Symantec Endpoint Protection\smcinst.log for more info

Upgrading the Symantec Endpoint Protection clients
The easiest way to migrate the Symantec Endpoint Protection clients is by using the auto-upgrade feature. All other client software deployment methods are supported, but the auto-upgrade approach is the best method. The client migration installation can take up to 30 minutes. Therefore, you should migrate when most users are not logged on to their computers.

Download\smcinst.exe Smcinst Sygate Auto-upgrade Agent Temporary service used during agent upgrades
