Back in late October / early November I was trying to find the right hyperlink to a specific article regarding unused packages and how to delete them. Then I realized that I already printed a hard copy of HOWTO38239 a long time ago. However, for some reasons it seemed to be missing on symantec.com when I was trying to access that article a few weeks ago. That's why I performed a search on symantec.com and finally I was able to find INFO4944 instead of HOWTO38239. Once again HOWTO38239 should have shown up around mid-November and that turned out to be deprecated by TECH232757 recently.
The whole point of mentioning what I went through should be mainly about various changes to the docs that are hosted on symantec.com and why it could be somewhat tricky to find something if those changes weren't completed yet.
Besides, I also learned that a 301 redirect (i.e. the first group below) would only bring us to the second group but not the third group of hyperlinks as listed below, I could only assume that both second and third should be mirroring each other despite the differences:

However, I actually did a search on both SMP Diag as well as TECH202997 on symantec.com while there's nothing whatsoever related to the download link. Even trying everything listed below would result in the same "There is no article that matches your request" error message:
