If you mean, attached to each outgoing e-mail, you do this via Content, Legal Disclaimer. There is a default policy in the system, edit to your tastes.

Look at the annotation again. The top half is plain text, the bottom half is for HTML formatted e-mail. You need to write out the HTML yourself.
<p>text</p> etc.
