Hey,
What you could do is turn on verbose logging on the manager and maybe you would be able to see something helpful. Here's an article on how to turn on verbose logging https://support.symantec.com/en_US/article.TECH115909.html
After you turn on verbose logging go to %programdata%\Symantec.CSM\Logs\CCSManager. Those are the logs for the manager. You may want to clear the logs first then do what you need to do and let the logs repopulate, so it will help you isolate the issue.
