    Hi,

PLease check the application logs in event viewer, and check if you have ASA 9.0 errors. Also, please check the scm-server-0.log in C:\progrtam files\symantec\sepm\tomcat\logs and let us know the error message.

You can also check for upgrade.log in the same location and look for errors.

    Best,

    Check the file:

    C:\Program Files (x86)\Symantec\Symantec Endpoint Protection Manager\db\sem5.db

This should be set to allow "Everyone" Full control.  If it's not, change the permissions on it.

    Hi,

Everyone to be given full permissions would be quite a stretch of previledges. I have noticed that by default the following users appear in the security tab under the properties of SEPM folder.

Hi first thing take a backup of SEPM.

    a.    C:\Program Files\Symantec\Symantec Endpoint Protection Manager\db (Complete Directory)

    b.    The keystore.jks file from C:\Program Files\Symantec\Symantec Endpoint Protection Manager\tomcat\etc

    c.     server.xml from C:\Program Files\Symantec\Symantec Endpoint Protection Manager\tomcat\conf

Copy these file to some other locations..

Did you try repairing the SEPM installation?

You mentioned that you have tried the steps I had mentioned, however in my earlier post I was asking for error messages from Logs so that we can determine the next course of action.

     You didn't include your list.

As for the permissions level, this is what I was told (and my file permissions were set to) by Symantec tech support when I was experiencing the same issue Recently.  It may be a stretch, but if so it's Symantec support doing the stretching.

Restart  the server check if this resolve the issue,
If not the go to  "C:\Program Files\Symantec\Symantec Endpoint Protection Manager\db"

Check for sem5.log if it saying invalid transaction log..

If yes then follow the below steps.

    - Verify  if there is any running instance of dbsrv9  in the Task Manager > Processes tab. If yes, then end that process
    - Start the Embedded database service. ( If this does not resolve the issue, then follow the steps listed below )
    - Go to "C:\Program Files\Symantec\Symantec Endpoint Protection Manager\db\" and rename sem5.log to sem5.log.old
    - Click Start, click on Run and Type “CMD” then click OK
    - In the Command Prompt  type:  "CD C:\Program Files\Symantec\Symantec Endpoint Protection Manager\ASA\win32\"  and press Enter this will  change directories to the folder containing dbsrv9.exe.
    - To force the recreation of sem5.log. Type:  "dbsrv9 -f "C:\Program Files\Symantec\Symantec Endpoint Protection Manager\db\sem5.db" and press Enter
    - Click Start, click on Run and Type “services.msc” then click OK and start the Symantec Embedded Database Service
    - Start the Symantec Endpoint Protection Manager service.
    - If it stays started then go ahead and log into the Symantec Endpoint Protection Manager and everything should now be working properly
    - If the Symantec Endpoint Protection Manager  service fails to start then run Management Server Configration Wizard in order  to log in to the Symantec Endpoint Protection Manager

Here is the list of users:

    administrators
    creator owner
    power users
    system
    terminal server users
    users

All I am saying is that we must identify the users that need the necessary rights to the symantec folders. You can refer to the following article as well:
