I would like to ask if I can use the Symantec Ghost 11.5 to create an Image from a Hard Drive with a 500GB Capacity and restore this image to a Hard Disk Drive with a 250GB Capacity?  By the way the original drive eventhough having a 500GB Capacity has only occupied around 55 GB.

There are some caveats but the answer is probably yes.

Ghost 11.5 does not support UEFI bioses so if this is enabled on your machine, you will not be able to image it with 11.5

You will need to use a WinPE boot environment with any modern hardware as the DOS environment does not support SATA. The problem with the version of WinPE that ships with 11.5 is that it is based on the Vista kernel and therefore it is nigh on impossible to get the correct Vista drivers to run on WinPE for your hard disk chipset. So the best approach is to download the Win 10 ADK for build 1703 and create a bootable WinPE USB device to which you can then copy the Ghost executables. The latest version of WinPE is also most likely to contain the drivers for your hardware unless it is extremely new.

Finally, there may be a necessity to play with the Ghost options depending on whether the source machine uses a boot manager (eg Lenovo) or uses a "standard" operating system install.  With Win 7, you will need to copy the tiny first partition as well, without resizing it.
