You could. This webpart references WebPartGettingStarted.aspx, which references a .js file and another .aspx (VideoPlayer.aspx). Once this page is loaded, depending on the context, it will reference a different video. For example, if you open the Welcome section, it will send the URL src='/Altiris/Console/VideoPlayer.aspx?inputFileName=http://www.solutionsam.com/solutions/public/instructional_videos/welcome.flv"
Now I'm not quite sure how you modify this to be honest with you. Instead, I would recommend finding a host for your videos, creating a website for them, and creating a custom Web Part that loads that website. It could be a simple .html page that has several links and descriptions, or it could be a more rich page. But if you modify the default page, you run the risk of erasing your customizations with upgrades -- not to mention I'm not sure how to add sections here.
