is there a possiblity to block all websites except the whitelist?
I haven´t found a solution for this goal in the documentation...

The SWG is primarily designed to provide AV to web surfing clients. With the additional content filtering license it is able to do blocking and reporting of sites based on category.
If you have content filtering you can set all sites to block within a policy then add sites you wish to allow as policy exceptions.
