Don't know what you mean by this. In general you can have managed clients and unmanaged clients. Unmanaged clients obtain their definitions from Symantec's servers. Managed clients obtain their definitions via a SEPM or Symantec Endpoint Protection Manager. More about the difference can be found in the documentation on CD1 of your SEP install.
Is there any update which will be released for a month.
Don't know what you mean by this, but by default live update runs every 4 hours.
Is symantec having any tool to cleanup those.(Not RxDef's)
I need a little more clarification of what you mean by this.
By using SEP,if there is any network bandwidth issue,what are the possible workaround to fix it.
Multiple answers for this.
1. First you can use what is called a GUP or Group Update Provider. It helps reduce the bandwidth cause from updates coming from the SEPM to your clients. More info can be found in the link below and on CD1 of you SEP install.

Suggested is: The maximum number of clients supported when using the embedded database is 5,000 clients per Symantec Endpoint Protection Manager
Also I suggest you read the docs a little more to obtain a full idea of what/how you should deploy before doing so. I don't mind helping in the slightest, but it is easier to help when you have specific questions instead of "explain how a SEPM works" kind of questions. These are answered much better by the documentation.
