User can not sign in skype for business . client connect to proxy type explicit.

It won't be easy to say a specific reason for SfB to not to login. Could you please refer the web guide https://origin-symwisedownload.symantec.com/resources/webguides/sgos/O365/concepts/about_s4b_lync_co.htm and see whether enough policies are added for this access. Policy trace will be helpful too.

In that case, can you open a case with TAC to get this checked. Might need more policies to set it through
