Looks like I left out a question. My underrstanding is that Windows 10 is compatible with client 12.1.6 and later so what am I doing wrong?

Have you tried with 12.1.6 MP7? It may have been a known issue. Additionally, are all components enabled?

SEP client 12.1 RU6 MP5 is supposed to be compatible with Windows 10 1607 if Windows Device Guard is turned off. I am running 12.1.RU7 with device guard off.

It is an exported package. I believe all components are enabled.

Best to get a case open with Symantec and provide the dump so they can review.

You can try SEP 14 MP1 which is fully compatible with Windows 10
