You can push the Package from SEPM to a Windows 7 machine.

You need to have the latest version of endpoint i.e. RU 5 which is compatible with Windows 7

Turn off UAC and Firewall on the Windows 7 machine before pushing the package.

ensure the ff are disabled if using push install wizard

Control Panel > User accounts > User account control

    Control Panel > Windows Defender

    Control Panel > Windows Firewall

Control Panel > Folder options > View > Advanced > Simple File Sharing

you can reference the remote_troubleshooting.html document for installing sep on various OS. few things to consider are firewall and filesharing settings
you can find the file here

    <install drive>:\Program Files\Symantec\Symantec Endpoint Protection Manager\tomcat\bin
    look for remote_troubleshooting.html

    Client operating system

    Configuration required

    Windows XP in a workgroup

Disable simple file sharing. Simple file sharing may prevent deployment of client software.

Windows Vista, Windows Server 2008, and Windows 7

    • Disable the File Sharing Wizard.

    • Enable network discovery by using the Network and Sharing Center.

    • Verify that your account has elevated user rights.

Windows Vista, Windows Server 2008, and Windows 7 in an Active Directory domain

The account used to deploy client software must be a domain administrator, and have elevated privileges on the client computer.

I don't know anything about your environment, so the following might not be helpful.  We've found that deploying the SEP MSI through a group policy software installation policy is much easier then trying to deploy through the SEPM--esspecially on Vista/7.  If your machines are joined to AD, this might be the way to go.

    • Control Panel > Windows Defender
    • Control Panel > Windows Firewall
    • Control Panel > Folder Options > View > Advanced > Simple File Sharing

    2. Enable network discovery by using the Network and Sharing Center

    3. Verify that your account has elevated user rights

I tried to do pre-requisite above prior to Windows 2007 push installation..but no luck yet...i've talked to Symantec Support and informed me that its possible to push the SEP package using migration and deployment wizard but I will face lots of issues..so she suggested me to install locally..I'm quite disappointed since I expected that we're going to troubleshoot the issue.

Can you contact support and ask them to run Test Sec on the Windows 7 machine and check to see if there are any permission issues
