Sending basic inventory when IP was changed

We migrated from Altiris 6.x to 7.1 and we discovered that agent is not sending basic inventory when IP is changed. But after restart Agent basic inventory is sent out of the schedule for basic inventory.

According Support and QA this is not bug and worked as designed. But why the inventory is sent after restart?

Now it means reports here in Connect forum are not correct when the table Inv_AeX_AC_TCPIP is used.

Can you please check this?
